Kid from Cal City claims cop hit him on public sidewalk; suing ??????

Apparently my computer is failing to copy what the article says, but a kid claims a cop drove on a sidewalk in front of "Angel's Shop" and he was walking on a sidewalk, when a Cal City cop hit him.
He is suing for 600,000. Wow, this happened in March. Why ask for such a silly amount, and details are left out, what happened, how it happened and what injuries are claimed.

Sounds too fishy for me.
